Electrons are typically the carries of electric electric charge. If they can freely flow across the array of atoms in matter, then the matter is an electric conductor, but if they are pinned dwon or tird to a single atom, then the material is an insulator.
A semiconductor is an intermediate type of material where only a relatively few charge carriers are free to move, and where the number of those that are free can be manipulated by chemistry or by electrical means.
